Kihon Kata Sequence 9

Kihon Kata

Sequence 9:
gedan barai through
90 degrees
oi tsuki

Tori threatens with a fist or finger.
Trouble is imminent and it is time to be proactive.

The most general function of a reaction hand is to grab and pull.
Here uke grabs and pulls, blindsiding tori.
This naturally sets up an oi tsuki.
Often a good attack is a rapid succession of strikes to the same area.
The reaction hand still does work, taking hold of whatever is available (in this case a shirt): pulling to increase the impact of the blow, unbalancing to keep tori from attacking, and exposing vital areas.
